Megjithat\u00eb, n\u00eb Kosov\u00eb \u00ebsht\u00eb sfid\u00eb p\u00ebr grat\u00eb q\u00eb t\u2019i g\u00ebzojn\u00eb k\u00ebto t\u00eb drejta. Grat\u00eb vazhdojn\u00eb t\u00eb ken\u00eb pjes\u00ebmarrje t\u00eb ul\u00ebt n\u00eb vendimmarrje n\u00eb p\u00ebrgjith\u00ebsi, e sidomos at\u00eb lokale. Madje, n\u00eb Kosov\u00eb nuk kemi asnj\u00eb grua kryetare komune. Nga 38 komuna sa jan\u00eb n\u00eb Republik\u00ebn e Kosov\u00ebs, t\u00eb gjitha udh\u00ebhiqen nga burrat. E nga 352 drejtori sa jan\u00eb n\u00eb total n\u00eb komunat e Kosov\u00ebs, vet\u00ebm 85 prej k\u00ebtyre udh\u00ebhiqen nga grat\u00eb.&nbsp;<\/p>\n\n\n\n<p>Pjes\u00ebmarrja e balancuar gjinore n\u00eb vendimmarrje p\u00ebrpos q\u00eb \u00ebsht\u00eb nj\u00eb nga faktor\u00ebt ky\u00e7 q\u00eb mund\u00ebson barazin\u00eb gjinore, \u00ebsht\u00eb poashtu parakusht i domosdosh\u00ebm p\u00ebr qeverisje demokratike.<\/p>\n\n\n\n<p>Barazia gjinore dhe p\u00ebrfaq\u00ebsimi i barabart\u00eb gjinor n\u00eb vendimmarrje n\u00eb Kosov\u00eb garantohet me Ligjin p\u00ebr Barazi Gjinore, i cili u miratua n\u00eb vitin 2004 dhe konsiderohet si nj\u00eb nd\u00ebr ligjet m\u00eb t\u00eb avancuara p\u00ebr Barazi Gjinore n\u00eb rajon. Nd\u00ebr t\u00eb tjera, n\u00eb<a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=10923\"> nenin 6, pika e 8<\/a> t\u00eb k\u00ebtij ligji&nbsp; thuhet: <em>\u201cP\u00ebrfaq\u00ebsimi i barabart\u00eb gjinor n\u00eb t\u00eb gjitha organet legjislative, ekzekutive dhe gjyq\u00ebsore dhe institucionet e tjera publike arrihet kur sigurohet p\u00ebrfaq\u00ebsim minimal prej pes\u00ebdhjet\u00eb p\u00ebrqind (50%) p\u00ebr secil\u00ebn gjini, p\u00ebrfshir\u00eb edhe organet e tyre drejtuese dhe vendimmarr\u00ebse.\u201d<\/em><\/p>\n\n\n\n<p>Ky<a href=\"https:\/\/gzk.rks-gov.net\/ActDetail.aspx?ActID=10923\"> ligj<\/a> mbron dhe vendos barazin\u00eb mes gjinive n\u00eb themel t\u00eb zhvillimit demokratik t\u00eb shoq\u00ebris\u00eb kosovare dhe ofron mund\u00ebsi t\u00eb barabarta p\u00ebr pjes\u00ebmarrje t\u00eb grave dhe burrave n\u00eb zhvillim n\u00eb t\u00eb gjitha sferat e jet\u00ebs shoq\u00ebrore. Ligji po ashtu parasheh sanksione p\u00ebr d\u00ebshtim t\u00eb zbatimit t\u00eb dispozitave t\u00eb tij. Gjoba n\u00eb shum\u00eb prej 300 deri n\u00eb 900 euro mund t\u2019i shqiptohen personit u cili i kund\u00ebrvihet neneve t\u00eb k\u00ebtij ligji.<\/p>\n\n\n\n<p>Por, si me shum\u00eb ligje t\u00eb tjera n\u00eb Kosov\u00eb, n\u00eb praktik\u00eb ndodh krejt ndryshe. P\u00ebrkund\u00ebr faktit se nj\u00eb gj\u00eb e till\u00eb rregullohet me ligj, n\u00eb drejtorit\u00eb komunale, pothuajse n\u00eb t\u00eb gjitha komunat e Kosov\u00ebs, dominon numri i burrave n\u00eb pozitat drejtuese.&nbsp;<\/p>\n\n\n\n<p>N\u00eb<a href=\"https:\/\/balkansgroup.org\/storage\/app\/media\/bprgartikull-pabarazia-gjinore-ne-politike-dhe-vendimmarrje-shqip-web.pdf\"> nj\u00eb artikull t\u00eb publikuar n\u00eb shkurt t\u00eb vitit 2019 nga Balkans Policy Research Group \u201cGrat\u00eb n\u00eb Politik\u00eb\u201d<\/a> thuhet se:<em> \u201cP\u00ebrve\u00e7 pozitave drejtuese n\u00eb komuna, drejtorit\u00eb komunale po ashtu reflektojn\u00eb pabarazi t\u00eb thell\u00eb gjinore duke u l\u00ebn\u00eb grave nj\u00eb num\u00ebr shum\u00eb t\u00eb vog\u00ebl t\u00eb pozitave drejtuese.\u201d&nbsp;<\/em><\/p>\n\n\n\n<p>Mir\u00ebpo, sipas shefes p\u00ebr Bashk\u00ebpunim n\u00eb Agjencin\u00eb p\u00ebr Barazi Gjinore (ABGJ), Shpresa Zariqi, thuhet se k\u00ebt\u00eb vit ka ndryshime. Nga 18% sa ka qen\u00eb p\u00ebrfaq\u00ebsimi n\u00eb vitin 2018, tash \u00ebsht\u00eb 22.16%, q\u00eb do t\u00eb thot\u00eb ka avancim t\u00eb pozit\u00ebs s\u00eb gruas n\u00eb vendimmarrje nga viti i kaluar p\u00ebr 3.43%.<\/p>\n\n\n\n<p><em>\u201cKomuna e Drenasit, Kamenic\u00ebs, Kllokotit, Mitrovica e veriut, Prishtin\u00ebs, Junikut, Obiliqit,&nbsp; jan\u00eb shembull m\u00eb i mir\u00eb i respektimit t\u00eb Ligjit p\u00ebr Barazi Gjinore, pasi kan\u00eb t\u00eb em\u00ebruar grat\u00eb n\u00eb 50% n\u00eb vendimmarrje, p\u00ebrderisa n\u00eb komunat me popullsi dhe administrat\u00eb m\u00eb t\u00eb madhe nuk respektohet Ligji p\u00ebr Barazi Gjinore, si n\u00eb komun\u00ebn e Gjakov\u00ebs, Prizrenit, Podujev\u00ebs, Mitrovica e Jugut, Fush\u00eb Kosov\u00ebs, Malishev\u00ebs, Gra\u00e7anic\u00ebs, Suharek\u00ebs, Vushtrris\u00eb. Nd\u00ebrsa ato komuna q\u00eb jan\u00eb me 0% p\u00ebrfaq\u00ebsim t\u00eb grave jan\u00eb komuna e Shterpc\u00ebs, Ranillugut, Mamush\u00ebs dhe Dragashit\u201d,<\/em> ka th\u00ebn\u00eb Shpresa Zariqi p\u00ebr Kosovalive dhe SIT.<\/p>\n\n\n\n<p>N\u00eb korrik t\u00eb vitit 2019 Ministria e Administrimit t\u00eb Pushtetit Lokal ka publikuar nj\u00eb<a href=\"https:\/\/mapl.rks-gov.net\/wp-content\/uploads\/2018\/03\/RAPORTI-Final.docx\"> raport<\/a> p\u00ebr t\u00eb drejtat e njeriut p\u00ebr periudh\u00ebn janar &#8211; qershor t\u00eb vitit 2019. P\u00ebrmes k\u00ebsaj tabele tregohet numri i grave dhe burrave t\u00eb cil\u00ebt jan\u00eb n\u00eb pozita vendimmarr\u00ebse n\u00eb drejtorit\u00eb komunale n\u00eb&nbsp; komunat e Kosov\u00ebs.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/t1spqyKqXjkPQ2-tCVCUNBBrwYZSwMhiMnRKjJagBvFltpoMLpC04rrdI5QJXK_UHylk38iytEG0bHBtT_XdYIS6AzjG_8fFydUqSQ6eZGNjHIg0hwPhaXFC6QJKXtBKkgrZEWjR\" alt=\"\"\/><\/figure>\n\n\n\n<p>Pyetur se a ka Agjencia p\u00ebr Barazi Gjinore ndonj\u00eb plan p\u00ebr zgjidhjen e k\u00ebtij problemi, Shpresa Zariqi tha se ABGJ n\u00eb bashk\u00ebpunim me Ministrin\u00eb e Administrimit t\u00eb Pushtetit Lokal u kan\u00eb d\u00ebrguar shkresa zyrtare t\u00eb gjitha komunave t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs, ku \u00ebsht\u00eb k\u00ebrkuar nga organet komunale t\u00eb zbatojn\u00eb masa t\u00eb ve\u00e7anta p\u00ebr t\u00eb arritur p\u00ebrfaq\u00ebsimin e barabart\u00eb gjinor.<\/p>\n\n\n\n<p><em>\u201cOrganet komunale jan\u00eb t\u00eb obliguara t\u00eb miratojn\u00eb dhe zbatojn\u00eb masa t\u00eb ve\u00e7anta p\u00ebr t\u00eb arritur p\u00ebrfaq\u00ebsimin e gjinis\u00eb m\u00eb pak t\u00eb p\u00ebrfaq\u00ebsuar, deri n\u00eb arritjen e p\u00ebrfaq\u00ebsimit t\u00eb barabart\u00eb.\u201d<\/em><\/p>\n\n\n\n<p>Sipas Zariqit, ABGJ-ja n\u00eb bashk\u00ebpunim me Ministrin\u00eb e Administrimit t\u00eb Pushtetit Lokal ka marr\u00eb vendim q\u00eb t\u00eb mos pranohen si t\u00eb ligjshme vendimet e komunave t\u00eb cilat nuk kan\u00eb p\u00ebrfaq\u00ebsim t\u00eb barabart\u00eb gjinor n\u00eb komunat e tyre.<\/p>\n\n\n\n<p><em>\u201cNe jemi kujdesur q\u00eb n\u00ebp\u00ebrmes mekanizimit ligjor t\u00eb shqyrtimit administrativ t\u00eb mos konfirmohet ligjshm\u00ebria e asnj\u00eb vendimi t\u00eb komunave t\u00eb cilat nuk p\u00ebrb\u00ebjn\u00eb p\u00ebrfaq\u00ebsim t\u00eb duhur p\u00ebr t\u00eb dy gjinit\u00eb n\u00eb komitetet e p\u00ebrhershme t\u00eb kuvendeve t\u00eb komunave, at\u00eb p\u00ebr Politik\u00eb dhe Financa dhe Komitetin p\u00ebr Komunitete. N\u00eb k\u00ebt\u00eb proces, Ministria e Administrimit t\u00eb Pushtetit Lokal ka kthyer t\u00eb gjitha ato vendime q\u00eb nuk kan\u00eb p\u00ebrmbushur k\u00ebt\u00eb standard, duke k\u00ebrkuar rishqyrtimin e vendimit p\u00ebrkat\u00ebs dhe ndryshimin e tij n\u00eb at\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb sigurohet p\u00ebrfaq\u00ebsim i duhur n\u00eb k\u00ebto komitete p\u00ebr t\u00eb dy gjinit\u00eb.\u201d<\/em><\/p>\n\n\n\n<p>Edhe Rrjeti i Grave t\u00eb Kosov\u00ebs (RrGK) thekson se Ligji p\u00ebr Barazi Gjinore \u00ebsht\u00eb mjaft i avancuar dhe stabilizon barazin\u00eb gjinore n\u00eb t\u00ebr\u00ebsi n\u00eb t\u00eb gjitha fushat, mir\u00ebpo zbatimi i tij \u00ebsht\u00eb larg nga niveli i duhur. Zbatimi i k\u00ebtij ligji \u00ebsht\u00eb jetik dhe do t\u00eb kontribuonte duksh\u00ebm n\u00eb demokratizimin&nbsp; e shoq\u00ebris\u00eb, si dhe do t\u00eb vendoste barazin\u00eb gjinore n\u00eb vendin meritor.&nbsp;<\/p>\n\n\n\n<p>Sipas RrGK-s\u00eb, n\u00eb rast t\u00eb shkeljes s\u00eb Ligjit p\u00ebr Barazi Gjinore parashihen sanksione me gjob\u00eb, e mjetet e mbledhura nga k\u00ebto gjoba shkojn\u00eb n\u00eb Buxhetin e Kosov\u00ebs. Nd\u00ebrsa theksojn\u00eb s\u00eb Institucioni i Avokatit t\u00eb Popullit dhe Agjencia p\u00ebr Barazi Gjinore jan\u00eb institucione t\u00eb cilat e kan\u00eb p\u00ebrgjegj\u00ebsin\u00eb ta sigurojn\u00eb zbatimin e k\u00ebtij ligji.&nbsp;<\/p>\n\n\n\n<p>Avokati i Popullit \u00ebsht\u00eb institucion i barazis\u00eb q\u00eb trajton rastet q\u00eb lidhen me diskriminimin gjinor, n\u00eb p\u00ebrputhje me procedurat e parapara me Ligjin p\u00ebr Avokatin e Popullit. Kurse Agjencia p\u00ebr Barazi Gjinore ka p\u00ebr detyr\u00eb t\u00eb bashk\u00ebpunoj\u00eb me institucionet publike dhe zyrtar\u00ebt p\u00ebrkat\u00ebs p\u00ebr barazi gjinore n\u00eb komuna p\u00ebr t\u00eb siguruar zbatimin e dispozitave t\u00eb k\u00ebtij ligji.<\/p>\n\n\n\n<p>RrGK ka themeluar nj\u00eb strategji&nbsp; e cila do t\u00eb ndikonte n\u00eb rritjen dhe p\u00ebrmir\u00ebsimin e pjes\u00ebmarrjes s\u00eb grave n\u00eb politik\u00eb dhe pozita vendimmarr\u00ebse, duke ndikuar k\u00ebshtu n\u00eb respektimin e Ligjit p\u00ebr Barazi Gjinore.&nbsp;<\/p>\n\n\n\n<p><em>\u201c<\/em><a href=\"https:\/\/womensnetwork.org\/wp-content\/uploads\/2019\/05\/Strategjia-e-RrGK-2019-2022_FINAL_2019-05-22-1.pdf\"><em>Strategjia 2019-2022<\/em><\/a><em> e RrGK-s\u00eb parasheh qart\u00eb rritjen dhe p\u00ebrmir\u00ebsimin e pjes\u00ebmarrjes s\u00eb grave n\u00eb politik\u00eb dhe vendimmarrje n\u00eb nivel lokal dhe qendror sipas Ligjit p\u00ebr Barazi Gjinore. Kjo b\u00ebhet p\u00ebrmes<\/em><a href=\"https:\/\/womensnetwork.org\/sq\/u-krijua-lobi-per-barazi-gjinore-ne-kosove\/\"><em> <\/em><em>Lobit p\u00ebr Barazi Gjinore<\/em><\/a><em> i cili \u00ebsht\u00eb funksional n\u00eb shumic\u00ebn e komunave t\u00eb vendit. Po ashtu, shtys\u00eb drejt arritjes s\u00eb k\u00ebtij q\u00ebllimi \u00ebsht\u00eb edhe<\/em><a href=\"https:\/\/womensnetwork.org\/sq\/bashkohen-grate-themelohet-koalicioni-per-barazi\/\"><em> <\/em><em>Koalicioni p\u00ebr Barazi Gjinore.<\/em><\/a><em> T\u00eb dy k\u00ebta mekanizma vazhdimisht krijojn\u00eb dhe mir\u00ebmbajn\u00eb rrjet\u00ebzim nd\u00ebrmjet shoq\u00ebris\u00eb civile, grave n\u00eb politik\u00eb dhe n\u00ebpun\u00ebsve civil\u00eb n\u00eb avancimin e barazis\u00eb gjinore dhe \u00e7\u00ebshtjeve q\u00eb ato identifikojn\u00eb si prioritete.\u201d <\/em>tha&nbsp; Gres\u00eb Sermaxhaj, Koordinatore p\u00ebr Marr\u00ebdh\u00ebnie me Publikun n\u00eb RrGK p\u00ebr Kosovalive dhe SIT.<\/p>\n\n\n\n<p>Institucioni i Avokatit t\u00eb Popullit thekson se nj\u00eb shoq\u00ebri demokratike n\u00ebnkupton liri t\u00eb nj\u00ebjt\u00eb p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt. Secili pushtet, dhe sidomos ai shtet\u00ebror, duhet t\u2019i sh\u00ebrbej\u00eb, para s\u00eb gjithash, realizimit t\u00eb ides\u00eb s\u00eb barazis\u00eb s\u00eb t\u00eb gjith\u00eb qytetar\u00ebve para ligjit, sigurimit t\u00eb mund\u00ebsis\u00eb dhe dh\u00ebnies s\u00eb mund\u00ebsis\u00eb p\u00ebr t\u00eb gjith\u00eb pjes\u00ebtar\u00ebt e shoq\u00ebris\u00eb q\u00eb t\u00eb jetojn\u00eb nj\u00eb jet\u00eb t\u00eb lir\u00eb.<\/p>\n\n\n\n<p>Sipas Petrit \u00c7ollakut, Zyrtar p\u00ebr Komunikim dhe qasje n\u00eb dokumente publike n\u00eb Institucionin e Avokatit t\u00eb Popullit, Ligji p\u00ebr Barazi Gjinore parasheh masat e p\u00ebrgjithshme p\u00ebr parandalimin e diskriminimit gjinor dhe sigurimin e barazis\u00eb gjinore, si dhe i obligon t\u00eb gjitha institucionet e Republik\u00ebs s\u00eb Kosov\u00ebs t\u00eb t\u00eb gjitha niveleve t\u00eb pushtetit ligjv\u00ebn\u00ebs, ekzekutiv, gjyq\u00ebsor dhe institucionet e tjera publike q\u00eb ndarjen sipas gjinis\u00eb t\u00eb t\u00eb gjitha t\u00eb dh\u00ebnave t\u00eb nevojshme statistikore q\u00eb mblidhen, regjistrohen dhe p\u00ebrpunohen t\u2019i dor\u00ebzojn\u00eb n\u00eb Agjencin\u00eb e Statistikave t\u00eb Kosov\u00ebs.<\/p>\n\n\n\n<p>Mir\u00ebpo, n\u00eb kuad\u00ebr t\u00eb kompetencave q\u00eb dalin nga Ligji p\u00ebr Barazi Gjinore, Institucioni i Avokatit t\u00eb Popullit nuk \u00ebsht\u00eb p\u00ebrgjegj\u00ebs p\u00ebr shqiptimin e sanksioneve n\u00eb rast t\u00eb mos zbatimit t\u00eb k\u00ebtij ligji.&nbsp;&nbsp;<\/p>\n\n\n\n<p><em>\u201cN\u00eb kuad\u00ebr t\u00eb kompetencave q\u00eb dalin nga Ligji p\u00ebr Barazi Gjinore, Avokati i Popullit nuk \u00ebsht\u00eb organi i cili shqipton sanksione p\u00ebr mos zbatimin e Ligjit p\u00ebr Barazi Gjinore. Avokati i Popullit i trajton rastet q\u00eb lidhen me diskriminimin gjinor n\u00eb p\u00ebrputhje me Ligjin p\u00ebr Avokatin e Popullit&#8221;,<\/em> tha \u00c7ollaku.<\/p>\n\n\n\n<p><strong>P\u00ebrpjekjet p\u00ebr p\u00ebrmir\u00ebsim t\u00eb situat\u00ebs<\/strong><\/p>\n\n\n\n<p>Komuna e Drenasit \u00ebsht\u00eb komuna e par\u00eb e cila ka arritur t\u00eb ket\u00eb 65% gra n\u00eb udh\u00ebheqje t\u00eb drejtorive komunale. Nga 11 drejtori sa jan\u00eb gjithsej n\u00eb k\u00ebt\u00eb komun\u00eb, tashm\u00eb gjasht\u00eb prej tyre udh\u00ebhiqen nga grat\u00eb.&nbsp;<\/p>\n\n\n\n<p>Flutura Avdiu nga Drejtoria p\u00ebr Planifikim Urban dhe Mbrojtje t\u00eb Mjedisit n\u00eb Komun\u00ebn e Drenasit deklaron se zbatimi i ligjit p\u00ebr Barazi Gjinore \u00ebsht\u00eb shum\u00eb i r\u00ebnd\u00ebsish\u00ebm.
