N\u00eb Kosov\u00eb, termi <em>\u201cbraktisje e shkoll\u00ebs\u201d<\/em> p\u00ebrkufizohet si <em>\u201cnd\u00ebrprerja e parakohshme e shkollimit t\u00eb detyruar\u201d<\/em> sipas <a href=\"https:\/\/masht.rks-gov.net\/uploads\/2015\/06\/1-ligji-per-arsimin-parauniversitar.pdf\"><em>Ligjit p\u00ebr Arsimin Parauniversitar n\u00eb Republik\u00ebn e Kosov\u00ebs<\/em><\/a><em>, neni 2 pika 1.13<\/em>. N\u00eb Republik\u00ebn e Kosov\u00ebs Arsimi&nbsp; i Mes\u00ebm&nbsp; i Lart\u00eb n\u00eb <a href=\"https:\/\/www.rks-gov.net\/AL\/f274\/edukimi\/arsimi-fillor-dhe-i-mesem\">Ligjin p\u00ebr Arsim<\/a> nuk \u00ebsht\u00eb i obliguesh\u00ebm.<\/p>\n\n\n\n<p>&nbsp;S.G. \u00ebsht\u00eb nj\u00eb 24 vje\u00e7are nga Podujeva e cila tregon p\u00ebr pamund\u00ebsin\u00eb e saj p\u00ebr t\u00eb vazhduar shkollimin si dhe sfidat q\u00eb e presin at\u00eb. Ajo ka qen\u00eb n\u00eb Shkoll\u00eb t\u00eb Mesme t\u00eb Lart\u00eb n\u00eb klas\u00ebn e 11-t\u00eb kur e ka nd\u00ebrprer\u00eb shkollimin. Ajo shprehet: <em>\u201cUn\u00eb po e shprehi mendimin duke u bazuar n\u00eb jet\u00ebn time, un\u00eb n\u00eb mosh\u00eb te re jam martuar dhe Zoti deshti q\u00eb t\u00eb mbes shtat\u00ebzan\u00eb menj\u00ebher\u00eb. Ndikimi q\u00eb do t\u00eb ket\u00eb braktisja e shkoll\u00ebs nuk \u00ebsht\u00eb aspak i mir\u00eb pasi q\u00eb edhe me shkollim p\u00ebr t\u00eb arritur diqka n\u00eb t\u00eb ardhmen \u00ebsht\u00eb e v\u00ebshtir\u00eb e aq m\u00eb pak p\u00ebr nj\u00eb individ q\u00eb nuk \u00ebsht\u00eb i p\u00ebrgaditur p\u00ebr tregun e pun\u00ebs.\u201d<\/em>&nbsp;<\/p>\n\n\n\n<p>Disa vite m\u00eb von\u00eb S.G. ka filluar procesin p\u00ebr t\u00eb vazhduar shkollimin aty ku ka mbetur por p\u00ebr disa arsyje nuk ka mundur q\u00eb&nbsp; vazhdoj.Ajo shprehet q\u00eb n\u00eb t\u00eb ardhmen e af\u00ebrt do t\u00eb vazhdoj shkollimin aty ku ka mbetur dhe do t\u00eb pajiset me diplom\u00ebn e shkoll\u00ebs s\u00eb mesme t\u00eb lart\u00eb.<\/p>\n\n\n\n<p>S.G. tani n\u00eb k\u00ebrkim t\u00eb nj\u00eb vendi t\u00eb pun\u00ebs, tregon p\u00ebr p\u00ebrvojat e saj t\u00eb m\u00ebhershme n\u00eb koh\u00ebn kur kishte punuar n\u00eb disa markete n\u00eb Podujev\u00eb ku edhe ishte p\u00ebrballur me padrejt\u00ebsi, siq tregon ajo \u201d<em>N\u00eb nj\u00ebrin&nbsp; prej marketeve kam punuar tri dit\u00eb si pun\u00eb provuese pra n\u00ebse tregohem e mir\u00eb&nbsp; n\u00eb pun\u00eb, m\u00eb pranojn\u00eb n\u00eb pun\u00eb me orar t\u00eb plot\u00eb me pages\u00eb. Kjo puna provuese n\u00eb fillim nga ky market \u00ebsht\u00eb deklaruar q\u00eb \u00ebsht\u00eb me pages\u00eb por pasi ka kaluar koha e pun\u00ebs provuese nuk m\u00eb kan\u00eb pranuar n\u00eb pun\u00eb dhe nuk m\u00eb kan\u00eb paguar p\u00ebr ato tri dit\u00eb q\u00eb kam punuar. Nuk e kam k\u00ebrkuar pages\u00ebn se u b\u00ebra nervoz q\u00eb nuk m\u00eb pranuan n\u00eb pun\u00eb dhe nuk deshta t\u00eb b\u00ebj\u00eb fjal\u00eb me ta. Kam punuar p\u00ebr disa muaj p\u00ebr nj\u00eb market me nj\u00eb rrog\u00eb minimale prej 200 euro, jan\u00eb sjell shum\u00eb keq madje as n\u00eb iftar t\u00eb ulem dhe t\u00eb ushqehem nuk m\u00eb kan\u00eb l\u00ebn\u00eb.\u201d <\/em>P\u00ebrkund\u00ebr k\u00ebsaj, ajo shprehet e gatshme q\u00eb s\u00ebrish t\u00eb punoj n\u00eb ndonj\u00eb nga marketet e m\u00ebdha apo butiqet pasi q\u00eb sfidat jan\u00eb shum\u00eb t\u00eb m\u00ebdha pa nj\u00eb vend pune.&nbsp;<\/p>\n\n\n\n<p>S.G. \u00ebsht\u00eb vet\u00ebm nj\u00eb prej disa nx\u00ebn\u00ebsve q\u00eb p\u00ebr arsyje t\u00eb ndryshme largohen nga bankat shkollore pa e p\u00ebrfunduar at\u00eb nivel shkollor, duke i b\u00ebr\u00eb ata q\u00eb t\u00eb jen\u00eb m\u00eb t\u00eb ndjesh\u00ebm ndaj sfidave t\u00eb jet\u00ebs siq \u00ebsht\u00eb qasja e tyre n\u00eb tregun e pun\u00ebs.Pasi q\u00eb diploma e shkoll\u00ebs s\u00eb mesme t\u00eb lart\u00eb \u00ebsht\u00eb nj\u00eb nga kualifikimet par\u00ebsore q\u00eb k\u00ebrkohen. Duke ju paraqitur k\u00ebshtu probleme n\u00eb jet\u00ebn e tyre.<br><\/p>\n\n\n\n<p>Cili \u00ebsht\u00eb raportit i nx\u00ebn\u00ebsve q\u00eb kan\u00eb braktisur shkoll\u00ebn e mesme t\u00eb lart\u00eb&nbsp; nd\u00ebrmjet komunave n\u00eb Republik\u00ebn e Kosov\u00ebs dhe raportit nd\u00ebrmjet gjinive?. P\u00ebr t\u00eb dh\u00ebn\u00eb k\u00ebt\u00eb p\u00ebrgjigje do t\u00eb duhej t\u00eb b\u00ebhej krahasimi nd\u00ebrmjet t\u00eb dh\u00ebnave t\u00eb braktisjes s\u00eb shkoll\u00ebs s\u00eb mesme t\u00eb lart\u00eb nd\u00ebrmjet komunave t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs dhe si Komuna e Podujev\u00ebs q\u00ebndron n\u00eb k\u00ebt\u00eb drejtim.<\/p>\n\n\n\n<p>K\u00ebrkes\u00ebs p\u00ebr qasje n\u00eb dokumentet zyrtare, Zyrtari p\u00ebr qasje n\u00eb dokumente n\u00eb Komun\u00ebn e Podujev\u00ebs \u00ebsht\u00eb p\u00ebrgjigjur <em>\u201c<\/em><em>K\u00ebrkes\u00ebn e kam d\u00ebrguar n\u00eb Drejtorin\u00eb e Arsimit dhe n\u00eb momentin q\u00eb do t\u00eb kam ndonj\u00eb dokument do ua p\u00ebrcjell\u200b\u201d<\/em>. Kjo p\u00ebrgjigje \u00ebsht\u00eb dh\u00ebn\u00eb me 10 Mars 2020. Kurse Zyrtarja p\u00ebr qasje n\u00eb dokumente zyrtare&nbsp; n\u00eb Ministrin\u00eb e Arsimit dhe Teknologjis\u00eb&nbsp; nuk \u00ebsht\u00eb p\u00ebrgjigjur n\u00eb dy email-at. Email-li i dyt\u00eb \u00ebsht\u00eb d\u00ebrguar me 13 Mars 2020.<\/p>\n\n\n\n<p>Niveli i <a href=\"https:\/\/www.rks-gov.net\/AL\/f274\/edukimi\/arsimi-fillor-dhe-i-mesem\">Arsimit t\u00eb Mes\u00ebm t\u00eb Lart\u00eb<\/a> n\u00eb Republik\u00ebn e Kosov\u00ebs&nbsp; \u00ebsht\u00eb i organizuar n\u00eb&nbsp; shkolla t\u00eb mesme t\u00eb larta (gjimnazet dhe shkollat profesionale) q\u00eb jan\u00eb shkolla t\u00eb profilizuara. Gjimnazet ndahen sipas drejtimeve n\u00eb: shoq\u00ebrore, t\u00eb p\u00ebrgjithshme, t\u00eb shkencave natyrore, matematik\u00eb-informatik\u00eb dhe t\u00eb gjuh\u00ebve. Nd\u00ebrsa shkollat e mesme profesionale ndahen sipas drejtimeve n\u00eb: teknike, bujq\u00ebsore, ekonomike, t\u00eb mjek\u00ebsis\u00eb, t\u00eb muzik\u00ebs, t\u00eb tregtis\u00eb, teologjike, t\u00eb artit dhe n\u00eb qendra t\u00eb kompetenc\u00ebs. Duke ofruar nj\u00eb mori drejtimesh q\u00eb nx\u00ebn\u00ebsit mund t\u00eb zgjedhin.&nbsp;<\/p>\n\n\n\n<p>Duke u mb\u00ebshtetur n\u00eb \u201c<a href=\"https:\/\/ask.rks-gov.net\/media\/5055\/statistikat-e-arsimit-2018-2019.pdf\">Statistikat e Arsimit t\u00eb Kosov\u00ebs p\u00ebr vitin shkollor 2018-2019<\/a>\u201d nga Ministria e Arsimit,Shkenc\u00ebs dhe Teknologjis\u00eb (MAShT) dhe Agjencis\u00eb s\u00eb Statistikave t\u00eb Kosov\u00ebs (ASK), numri i nx\u00ebn\u00ebsve n\u00eb arsimin e mes\u00ebm t\u00eb lart\u00eb n\u00eb Republik\u00ebn e Kosov\u00ebs p\u00ebr vitin shkollor 2018\/2019 ishte 81,041 nx\u00ebn\u00ebs, prej tyre 49% jan\u00eb nga gjinia fem\u00ebrore kurse 51% jan\u00eb nga gjinia mashkullore. N\u00eb Komun\u00ebn e Podujev\u00ebs n\u00eb Arsimin e Mes\u00ebm t\u00eb Lart\u00eb n\u00eb t\u00eb nj\u00ebjtin vit shkollor ishin gjithsej 4468 nx\u00ebn\u00ebs, prej tyre jan\u00eb 51 % nga gjinia fem\u00ebrore dhe 49 % nga gjinia mashkullore.<\/p>\n\n\n\n<p>Prej k\u00ebtyre 81,041 nx\u00ebn\u00ebsve t\u00eb arsimit t\u00eb mes\u00ebm t\u00eb lart\u00eb 1.8% jan\u00eb nx\u00ebn\u00ebs q\u00eb kan\u00eb braktisur shkoll\u00ebn pra 1459 nx\u00ebn\u00ebs n\u00eb t\u00ebr\u00eb Kosov\u00ebn. N\u00eb krahasim me vitet tjera shkollor, n\u00eb viti shkollor 2018\/2019 ka mbetur niveli i nj\u00ebjt\u00eb i nx\u00ebn\u00ebsve q\u00eb kan\u00eb braktisur shkoll\u00ebn. Kjo m\u00eb s\u00eb miri&nbsp; pasqyrohet n\u00eb rastin e A.J. nga Podujeva i cili thot\u00eb se arsyeja pse ai nd\u00ebrpreu shkollimin ishte pik\u00ebrisht rrethi jo i p\u00ebrshtatsh\u00ebm shoq\u00ebror. <em>\u201cMora rrug\u00eb t\u00eb keqe, shoq\u00ebria e keqe dhe vendosa t\u00eb nd\u00ebrprej\u00eb shkollim\u201d <\/em>shprehet ai.<\/p>\n\n\n\n<p>Kjo v\u00ebrehet edhe n\u00eb t\u00eb gjeturat e hulumtimit&nbsp; <a href=\"https:\/\/ipkmasht.rks-gov.net\/wp-content\/uploads\/2015\/11\/Braktisja-e-shkollimit-n%C3%AB-arsimin-e-mes%C3%ABm-profesional-n%C3%AB-Kosov%C3%AB.pdf\">Braktisja e shkollimit n\u00eb Arsimin e Mes\u00ebm Profesional t\u00eb Kosov\u00ebs nga Insituti Pedagogjik i Kosov\u00ebs t\u00eb vitit 2011<\/a>:<em> \u201c42% e braktisin shkoll\u00ebn p\u00ebr arsye t\u00eb suksesit t\u00eb dob\u00ebt n\u00eb m\u00ebsime, 31% p\u00ebr shkak t\u00eb kushteve t\u00eb v\u00ebshtira ekonomike dhe 10% p\u00ebr shkak t\u00eb nevoj\u00ebs p\u00ebr pun\u00ebsim poashtu&nbsp; ikja e nx\u00ebn\u00ebsve nga or\u00ebt e m\u00ebsimit mendohet se mund t\u00eb jet\u00eb nj\u00eb nd\u00ebr karakteristikat e nx\u00ebn\u00ebsve potencial\u00eb p\u00ebr braktisjen e shkollimit, sidomos kur kjo ikje \u00ebsht\u00eb e shpesht\u00eb dhe e pajustifikueshme. Nga gjith\u00ebsej nx\u00ebn\u00ebs q\u00eb jan\u00eb intervistuar prej tyre jan\u00eb p\u00ebrgjigjur vet\u00ebm 2 %&nbsp; q\u00eb ikin shpesh prej or\u00ebve<\/em>\u201d.&nbsp;<\/p>\n\n\n\n<p>Var\u00ebsisht\u00eb prej shkoll\u00ebs ku vijon m\u00ebsimet dhe vendit prej t\u00eb cilit vijn\u00eb&nbsp; shkaqet q\u00eb nx\u00ebn\u00ebsit e nd\u00ebrpresin shkollimin jan\u00eb t\u00eb ndryshme mir\u00ebpo nj\u00eb gj\u00eb \u00ebsht\u00eb universale, dukuria e braktisjes s\u00eb shkollimit.&nbsp;<\/p>\n\n\n\n<p>Edhe pse kushtet p\u00ebr t\u00eb vijuar shkoll\u00ebn jan\u00eb \u00e7do her\u00eb n\u00eb p\u00ebrmisim kjo dukuri vazhdon t\u00eb mbetet shqet\u00ebsuese&nbsp; I.S. nga Podujeva&nbsp; shprehet q\u00eb:&nbsp;<\/p>\n\n\n\n<p><em>\u201cKoh\u00ebve t\u00eb fundit n\u00eb shumic\u00ebn e shkollave t\u00eb Kosov\u00ebs \u00ebsht\u00eb b\u00ebr\u00eb dukuri pothuajse normale q\u00eb t\u00eb braktisen shkollat, si n\u00eb shkollimin fillor, ashtu edhe n\u00eb at\u00eb t\u00eb mes\u00ebm. Shumica e k\u00ebtyre rasteve t\u00eb braktisjes vijn\u00eb si rezultat i problemeve t\u00eb shumta ekonomike n\u00eb vend. Bazuar n\u00eb t\u00eb dh\u00ebnat q\u00eb ka shkolla jon\u00eb, thuhet se shumica e nx\u00ebn\u00ebsve q\u00eb e kan\u00eb l\u00ebshuar shkoll\u00ebn ton\u00eb kan\u00eb shkuar n\u00eb shkolla t\u00eb tjera. Ky fenomen i braktisjes kryesisht \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebr shkak t\u00eb nd\u00ebrrimit t\u00eb vendbanimit. Nj\u00eb num\u00ebr i madh i nx\u00ebn\u00ebsve q\u00eb tashm\u00eb kan\u00eb shkuar nga gjimnazi yn\u00eb lidhet edhe problemin e shkuarjes n\u00eb bot\u00ebn e jashtme, si n\u00eb: Gjermani, Itali, Kroaci e n\u00eb ndonj\u00eb tjet\u00ebr vend t\u00eb BE-s\u00eb. Krahasuar me tri vitet m\u00eb par\u00eb, kur ne b\u00ebnim regjistrimin e nx\u00ebn\u00ebsve n\u00eb vitin e par\u00eb n\u00eb gjimnaz, numri i t\u00eb regjistruarve ishte 32 nx\u00ebn\u00ebs n\u00eb nj\u00eb klas\u00eb, kurse tri vjet m\u00eb von\u00eb, ky num\u00ebr i t\u00eb regjistruarve ka r\u00ebn\u00eb n\u00eb 27, bile n\u00eb ndonj\u00eb klas\u00eb edhe deri n\u00eb 25 nx\u00ebn\u00ebs. Thuhet se shumica e k\u00ebtyre nx\u00ebn\u00ebsve e kan\u00eb braktisur shkoll\u00ebn e mesme p\u00ebr shkak t\u00eb gjendjes s\u00eb r\u00ebnd\u00eb ekonomike n\u00eb familjet e tyre, si dhe duhet t\u00eb punoj\u00eb p\u00ebr t\u2019i ndihmuar familjet e veta<\/em>.\u201d&nbsp;<\/p>\n\n\n\n<p>Braktisja e shkoll\u00ebs \u00ebsht\u00eb problem kompleks dhe q\u00eb k\u00ebrkon shqyrtim t\u00eb gjith\u00ebansh\u00ebm&nbsp; mir\u00ebpo&nbsp; n\u00eb k\u00ebt\u00eb dukuri secili ka nj\u00eb rol t\u00eb caktuar&nbsp; si n\u00eb parandalimin po ashtu n\u00eb \u201cndihm\u00ebn\u201d indirekte q\u00eb ju jepet nx\u00ebn\u00ebsve. Andaj, cili \u00ebsht\u00eb roli i prind\u00ebrve dhe familjes n\u00eb parandalimin e k\u00ebsaj dukurie? Nj\u00eb mekaniz\u00ebm tjet\u00ebr besoj se \u00ebsht\u00eb edhe hapja e shkollave profesionale, t\u00eb cilat do t\u00eb ndikonin n\u00eb uljen e braktisjes s\u00eb shkollave ngase me t\u00eb mbaruar shkollimin e mes\u00ebm ata do ta kishin mund\u00ebsin\u00eb q\u00eb t\u00eb pun\u00ebsoheshin. Pothuajse shumica e nx\u00ebn\u00ebsve q\u00eb e kan\u00eb braktisur shkoll\u00ebn ton\u00eb jan\u00eb djem sepse ata shkojn\u00eb jasht\u00eb vendit q\u00eb t\u00eb punojn\u00eb si pun\u00ebtor\u00eb krahu, derisa pjesa tjet\u00ebr, q\u00eb jan\u00eb num\u00ebr m\u00eb i vog\u00ebl, jan\u00eb femra, t\u00eb cilat shkojn\u00eb nga gjimnazi n\u00eb shkollat profesionale, sidomos t\u00eb mjek\u00ebsis\u00eb. Thuhet se m\u00eb t\u00eb mbaruar shkollimi i mes\u00ebm,(vajzat) shkojn\u00eb n\u00eb per\u00ebndim p\u00ebr t\u2019u pun\u00ebsuar n\u00eb fush\u00ebn e infermieris\u00eb.
